Wont start and makes unusual buzzing noise

I try to start my car and it wont start but when I first turn the key into the starting position to on there is a sound that wasnt there before it sounds five times then stops. The sound is like the wake up buzzer on a digital alarm clock. But I cannot even pinpoint where it is coming from and it seems to have an impact on it running period.
