Wont start just clicking noise

I have a Earl 99 F350 and when I turn my key on all the lights on dash come on then fade away I get a clicking noise . My batteries are both good. I just replaced the GPR with a cheap one and that is when the problem started . I have already put a new higher quality one one. I have never had this problem before could I have fried the ignition switch are maybe even the voltage regulator?

Gotta know for sure that your batteries are not drained down.

Ok got batteries tested they are good ... Guess I will have to start checking other things

It could be the starter is shorted out or the engine is locked up.
