Will not start

Just installed a new PCM. Battery down, jumped it. Started, making a new tapping noise. Small puff of white smoke. Will not turn over now.

I sounds like something went bad inside the engine, can you remove the spark plugs to see if the engine turns over? Plus if you could upload a quick video of the problem it would help streamline this process. Let me see and hear what the engine is doing.
