Do you have an automatic or manual transmission? If you have an automatic, you might be seeing the wires going to the neutral safety switch. There are three wires on it. Only the center wire in the plug is for the starter circuit. That is a black/white wire. If it is broken, you will not hear the starter relay or starter solenoid kick in.

The two outer wires in that plug are for the backup lights, so since two wires are broken, check if the backup lights work. If they do not, it is a good bet the wires you see hanging down go to that switch. It is on the left rear of the transmission, right above the corner of the pan.

The wires for the backup light circuit are brown/light green and violet / black. If you have a manual transmission, you will only have those last two wires going to the backup light switch on the transmission. There is nothing in that area for the starter circuit, so we will have to diagnose the no-crank condition. There will be a clutch switch under the dash. You will have to crawl underneath to see where the broken wires went to. A good suspect would be one of the oxygen sensors.

Found the problem. The shifter was slipping and would not go fully into park even though it appeared to be in park. I have to tighten the linkage to allow the neutral safety switch to engage. Thanks for your help.

Dandy. Happy to hear you figured it out, but what about wires that are hanging down?
