Driver's side rear wheel locks up

My driver side rear wheel is locked up. It moves for about three feet in reverse then completely locks in drive. It is the wheel bearing or calipers?

A wheel bearing when it locks up usually locks up for good, because if someone did not pack it with grease or whatever. If it has no lubrication it will heat up so much it will weld itself to the shaft and not come loose. So I am thinking that it might be the caliper.
