What sanding grit to use to repaint a bumper cover to different color?

I replaced my bumper cover with a bumper cover from a salvage yard with different color and did body work. Now I want to repaint it to the color of the base color of my car what sanding grit do I use to scuff the whole bumper to prime it and then repaint it?

You have to use special primer on plastic prior to paint. Scuff with either 320 or 400 grit prior to primer then rescuff with 400 after primer

Does this exclude Rustoleum's sandable primer all purpose fast drying primer?

Yes it does rubber bumpers take a special adheshive type primer a lot of major auto parts have it with their duplicolor stuff

Lastly, is it ok to use grease and wax remover over the finish bondo repair?

Bondo shouldn't need that only rest of bumper of course it should have been done prior to starting.
