WHAT CAUSES CAR SHAKING A LITTLE WHEN SLOWING DOWN TO STOP?

When applying brakes, my car shakes a little like a trembling. My brakes have been checked and they are fine. I was told that my tires were rubbing against the underside. How can this be corrected or is this the problem?
