Water circulation problem

My omega doesn't seem to heat up when driving, but when ticking over it will reach and fans will cut in I have replaced the thermostat, the water pump, the coolant/anti freeze and ran a coolant flush and still the problem is the same. The gauge only just comes off its rest when driving, heat from heater is hopeless, but if left to idle the gauge rises to nearly 90c and heater is hot any ideas?

We don't have these cars in USA. I suggest checking to see if your car has a blend door actuator. Remove the hvac fuse inside car sometimes it will reset them. Also, if there is a water valve on heater hose check for vacuum there should not be any.
