Just put new Kumho tires on the front and replaced pads and rotors on the rear tires two days ago, after which at highway speed I hear a wailing that sounds something like a wind whistle, although at a lower pitch (might also be called a wailing sound). Is it related to the new tires or the brakes? Thoughts?

First thing you may want to check is that the backing plates are not rubbing on the rotors in the rear and the fronts. Maybe while putting back the tires it may have slipped causing to hit and bend the backing plate.
