1999 Volvo V70 6 cyl Two Wheel Drive Manual 144k miles

Last year in November my V70 would not start when it got cold. I had $600 worth of work from a Volvo certified mechanic. The check engine light went out for 2 weeks. I have always had a check engine light on no matter how much money I put into this car. It has been somewhat sluggish even after it was serviced. The engine fan stays on for 5 mins or more after I park the car. The thermostat takes a long time to regulate. The other night I had the window defogger setting on which kicks the ac onto the windows. It took 6 tries to get the car to start. It is 34 degrees with a wind chill of 25 today, and the car won't start. The battery is not very old, all spark plugs and coils were replaced recently. Last year the mechanic sprayed something and got the car to start. I don't know what to do. Take a bus to work?

What were the engine codes pulled from the engine control module? Were they the same codes every time? Also has your engine control module being upgraded with the latest software? Usually the upgraded software will compensate for aging sensors on the car? Give me some more info to see what is going on. Especially the trouble codes posted.
