2000 Volvo S40 weak brake

When I first start my S40 in the morning or after it has been sitting for a long time (few hours) the brakes don't work or they are very weak. Push the brake peddel results in very little stopping action. However drive for about 200 yards and the brakes work fine. I can't figure out what's going on. It sounds like not enough vacuum but I have changed the vacuum pump no affect. What could be causing a cold weak brake but after a few minutes they work well?

This is happening to me too. You have to press really hard to get any braking power. I think it has something to do with the power brake motor/hydrolics. I'm not sure how they do it in volvos or cars general, but I know a bit about hydrolics. It seem like if I get into 3rd gear, the power brakes start working normally.
