1994 Volvo 960 Turn signals and flashers

My turn signals and flashers do not work. The bulbs and fuses appear to be fine. Any ideas?

fuses and bulbs can look good but still be bad. need to test the bulbs and fuses # 15, 17 and 19. If fuses and bulbs test good then suspect faulty flasher, located in the ront seating area, center, under dash, mounted below ashtray cavity
