Radiator Fan?

When driving my Volvo on the highway the temperature remains at a normal level, however when I am in stop and go driving or idling the temperature begins to rise. I also hear a clicking noise in the engine making me think the radiator fan is not starting. Could this be simply a starter or do you think I need to replace the whole fan?

It does sounds like the cooling fan needs to be replaced here is a guide to help you test and give you an idea of what to look for when replacing the fan.
