there are two identical belts that run side by side. One is loose and one is tight. How can I tighten one

I dont think you can only adjust one belt. The only fix would be to replace both alternator belts. Also check the grommets on the alternator. They sometimes fall apart due to heat and oil. If damaged replace the grommets as well.
