I recently swapped all usable parts from a rebuilt to a 1989 used but good short block. Did everything by the book (vw shop Manual) put engine back into the van, went to start it turns over fine, but wont start and backfires. Advanced timinng and slowed still wont start. What could be the problem?

You will have to try to static time it, with the engine on top dead Center(TDC) remove sparkplug number one, turn the ignition key to the on position, take the distributor and twist back and forth until the spark plug fires, keep doing it until you can get it as close as you can to the movement of the distributor, that should be close enough to started up
