2007 Volkswagen Rabbit Cool Air comes from the AC vent when

When I drive my car will all windows up, cool vapour air comes from AC vent though AC and fan is switched off.I thought it was climatic, but even when outside climate is very hot, cool air comes in through AC vent.

This air comes in only when car moves. If the engine is on and is not moving then cool air dosen't comes in. Please advice

It sounds like you have a malfunction with the outside vent control, the door may not be closing causing outside air to come in the vehicle while you are moving. Check your controls again and make sure the vent is off or switch it to recycle inside air and see what happens
