2006 Volkswagen Passat A/C compressor is not working

When I switch the dual climatic controls, the blower comes on and the air is blown out very nicely.
However since yesterday I dont have any cooling.

Mechanic checked the pressure on the high side and it does not move at all when the passenger side A/c switch is in ON position. They did a computer diagnostic and it showed that the Fan was failing. We replaced the fan ( $ 192) but still the compressor is not giving cool air.

Please advice whether the compressor or Expansion valve is the problem. Also are these computer scanners reliable. Also is it correct in connecting the defective cooling fan separately after removing it from the vehicle to a 12V battery for cross checking the result of the scanner.

First thing to look at is, is the compressor turning on? If yes hook up a manifold gauge set and take readings of high and low side, time how long the compressor stays engauged between cycling on/off, not pressures on low side when it cycles on and off. Post result. Testing the fan motor with direct battery hook up can be done on or off the car. Also take note of the outside air temp!
