2003 Volkswagen Passat heater

Heat comes off and on--I have to shut it off than turn it back on to get some heat but it keeps blowing cold air.

Ok first a couple of questions. Is the radiator full if it isn't the heater will not get anti-freeze in it and stay's cold? Does it blow cold air imediatly or does it take a few seconds. Does the heater control valve under the hood look like it is working? Get back to me with what you can the more info the better. Thanks and Merry Christmas

Step 1 - A heater cannot operate unless the engine is full of coolant/antifreeze. If coolant level is low check the system for leaks.
