1976 VW bus. Fuel-Injected 2.0 H4

My bus will only start with the power to the fuel pump removed. I have already replaced the fuel pressure regulator, as I thought it may be preventing excess gas from returning to the tank.

A follow-up to this in case anyone else encounters something similar:

After going through a full diagnostic of my fuel injection system (including continuity and resistance tests in all circuits and wires!) I was able to conclude that my ECU had failed. This was surprising, as I have NEVER seen an L-Jetronic ecu failure before.

I was able to determine the cause of this failure as well.
I had purchased a new set of ignition wires, which turned out to be sub-par, if not defective. The insulation was so thin that the coil to distributor wire was arcing to the negative terminal of the coil. This was sending a full coil charge to the ecu.
