Neutral Safety Switch - 99 VW Jetta (new body style)

I have a 1999 2.0 VW Jetta with 85,500 miles on it.
The other night, I was looking through my trunk for some thing and noticed that the trunk light was hanging down. I pushed the trunk light back into position and it burnt out and/or broke. I then shut the trunk and realized that my interior lights were no longer lit. I tried to start up my car and that didn't work. My windows, locks, trunk and keyless remote will not work. My headlights do work though.
My brother-in-law changed the relay and detached then reattached the battery and unplugged the trunk light.
Nothing is working. PLEASE HELP!
I found some questions that people asked about the neutral safety switch. Is the neutral safety switch what I need to look for and where is it located? :Cry:

Sounds like you grounded out a system and probably blew a fuse if the entire interior is dead. Check every fuse in the car with a test light

The main fuse was changed and the fuse box that is located on the left side of the steering column was checked and all tested fine. We also tested the electrical flow to all areas that we could think of and reach.
Is there another fuse box that is located under the battery or somewhere that is hidden or hard to access??
