Headlight bulb Changing for a 1999 VW Beetle

Is there a "set screw" I need to look for when I am changing the headlight bulb on my 1999 VW Beetle.
I know of the lever but it seems tight or restricted from moving to the up position. So before I bnreak it. Thought I'd ask if there is something else to do to get the headlight capsule out

Push on the release button, pull up on the lever, pull slightly forward on the housing, disconnect the wiring and remove the housing.
