Fails e test 92 VW Golf

I have 1992 vw golf 1.8 ltre eng, 250000km. Had e test done and it fails high ( NO) nitric oxide levels. Limit is 552 ppm car registered 1052 ppm. All the other levels passed really well, car runs well and it passed 2 yrs ago. What do I need to do to try to bring these levels down? THE MOST PROBABLE CAUSE TO THE LEAST WOULD BE GREATLY APPRECIATED HELP THANKS IN ADVANCE

Is the EGR and its function
Check vacuum line
And check its operation
Apply vacuum to EGR while car running RPM should drop engine run rough or stall
Check EGR pindle for movement
If does not move replace the EGR
If moving port is plugged
Clean it
To check port vacuum supply connect vacuum gauge to line start engine and speed up to about 3000 RPM gauge should indicate vacuum if not the source is plugged
Clean it
