2000 Volkswagen Jetta several electrical failures

All at once the following stopped working:power sunroof, windows, remote locks, trunk release(also key does not unlock trunk), overhead lights, mirrors.I checked all fuses and found #14 15amp was blown. As soon as I replace it it blows again. Any ideas where to go from here.I must have a short or relay stuck. My wife did mention that the back side window would be hard operating sometimes. Thank you for your help.
