The Jetta starts and idles, but upon acceleration it bogs down seriously, but doesn't die if you let off. Could it be the fuel filter? Where is the fuel filter located and how hard is it to replace?

The fuel filter is located under the car near the right rear wheel.

Sometimes clogged fuel filters can cause similar problems, but you may be looking at other problems with the fuel injection system.
Even if the MIL isn't on you should scan the car for any fault codes. Stored fault codes may lead you in the right direction.
