1996 Volkswagen Jetta My car won't go over 5 MPH!

I have a 1996 Jetta and whenever I drive it, it will drive completely fine for about 3 minutes and then all of the sudden I can't go more then 5 miles an hour. It will also stall periodically. I orignially was told it could be the fule filter, I replaced that and it still was not fixed. I took it to firestone and they said it is my timing belt and my distributor. That the distributor is not putting out any signal. They are quoting me $800 to fix it. Can you please help and recommend what I should do?

If it was the distributor I don't think it will start and move 5mph. Watch yourself on repairs being offered-

Get the throttle position and the mass airflow sensors checked out to include a check on the exhaust system for restriction
