2003 Volkswagen Beetle No-Start

I have a 2003 turbo beetle. I have had to replace the coil packs repeatedly because of "misfires"..recently I went to turn it on and it wouldn't even start. It just turns and shuts off. It ran out of gas once before and after this happened, checked and saw that the fuel filter was dirty..Is the no-start because I need a new fuel pump? Changing out the coil packs didnt help this time..dont want to go to the dealer if I can avoid it...

Note*** wasnt sure about the wheel drive type...

Check the fuel pressure and also for injection pulses
