2000 Volkswagen Beetle Pulls

When the brakes are applied it pulls to the left (drivers side) toward on coming cars. Looks like the pasanger side axle shaft boot is bad bye the wheel I'm going to replace it. Could this be causing this problem or should I look elseware. I have removed the passenger side wheel and checked the brake caliper and it applies the brake properly and pads are good. Lifted drivers side and tested if brake applies and releases good and it is Ok. I just purchased this car for my grand daughter who is coming home from Africa soon and I am somewhat stumped can you help. This is my second question on this car I may have to sign up for more time and questions next time.

You ask if it was sudden or gentle it seems more sudden. I will check air pressure in tires and check again. Hon't know how to respond properly to your questions other than this.
Aired all tires to spec's and same results.

Check air pressure in tires low air will cause pull. Even though brakes look good drivers side can be griping more than pass side causing pull. Is pull strong or like a slow drift?
