1999 Volkswagen Beetle blinkers or turn signals

My blinkers are not working. I can manually flip them back and forth to make them blink but even then they light up occassionally but most of the time it does nothing. What's wrong? Is the fuse or bulb -

Need to inspect turn signal flasher. If it is OK, suspect faulty signal switch.

What if the hazards are working perfect but the turning signals are not working properly?
Should I replace the flasher or the switch in this case?

The hazard lights have a seperate flasher. You have both a Hazard Flasher as well as a Signal Flasher. Need to replace Signal flasher first. It is cheap and easy to replace.
