The 1976 fuel injected beetle didnt pass smog and I was wondering if you guys could tell me if I need a new catalitic converter or what. Here are some things that they wrote why it didnt pass! Smoke detected in tail pipe co2 & nox(1pm)

If the car failed due to visible smoke then there is a mechanical issue involved and replacement of the cat will not stop visible smoke. If it failed for an emission related issue then I need to know all the numbers from the test.
