2002 Vauxhall Corsa Two Wheel Drive Automatic 31000 miles

My Speedometer has stopped working for a while now, therefore it is not clocking up the milage and the steering is also very light since it has stoppped working.

I have been quoted £500 pound to have it fixed, as it was originally fixed with some kind of cable, but was told that if that didnt work then I would need new clocks. Is this correct?

The speedometer and the steering being light are not connected in any way at all. Since you have already had the cable renewed ask your mechanic to check that it has simply not just come out of it holder? It could be that the clocks fixing for the cable has become worn. In this case you would need new clocks fitted. You could always get new clocks from recycle yard and have mechanic fit. This would only take about an hours labour charge? Bear in mind legally you have to have the mileage corrected? Check tyre pressures for light steering fault?
