Van will not turn over

I have just had a new key cut but it won't start my van. The lock smith said it has not got s chip in. So why won't my van start? Is it because of the immobilizer? If so how do I disable it? Thanks

Can I ask if the security light is flashing if so lets try to disarm the security system?
