I went to start the van and the starter was clanking and acting weird. Well, I got it started and moved it to do something got back it to move it again and could not get it to start. The starter was trying but it kept kicking in and out while it was trying to start the van.

I took the starter to get it replaced and they did a test on it and they told me it was fine hear is the fun part:

I put it back in the van and went to hook the battery back up and poof the thing wants to try and start without the key.

now I did take the relay out of the van and tried to hook the battery up and it still tries to start.

I am lost as of now, lol.

Good morning.

Check the small wire to the solenoid and be sure it does not have power. In other words, remove the little wire and hook up the battery and see if it still tries to start.

Okay, with only the battery cable hoked up, then the starter is the issue. Replace it.
