Turn signals not working

The turn signals do not work. When engaged the signals appear to work on the ip panel flashing quickly, same with hazards. Externally the front and rear signals do not work but the turn signals on the quarter panels are working but flashing quickly. I have changed the fuse for the turn signals on the interior fuse box, that did not change anything. Then I changed the front turn signal bulbs which also had no effect. Also for reference front headlights and high beams do work, and rear brake and reverse lights also do work.

This is not a problem with the fuses. Either the bulbs are bad or their wiring connections has a fault somewhere.
Start first by testing all bulbs to ensure they are working.
Check for battery voltage at the signal bulbs that are not working.
If any repairs were carried out prior to this, check wire harness around area for damage etc.
