Turn key dash lights come on but will not crank

It drove just fine. I drove it to my moms got there went inside came out and the dash lights come on but car will not crank. I tried to jump a wire from the green to blue on the neutral safety switch but still nothing. It has new battery not sure where to go from here. Thanks

It sounds like the starter had gone out but to be sure lets follow these two guides.

Test for power at the small terminal when the key is in the crank position. Do not touch the probe to ground when checking for power.
