TPS sensor, rough idling and high idle when parked?

Rough idling and high idle when parked. Checked for vacuum leaks and timing and all is fine. What is the position supposed to be?

It can be you have an EGR valve that is leaking internally. Here is a video to help you test it to see if this is the problem, also here is the location of the valve as well.
