1993 Toyota Tercel 1993 Tercel Check Engine light Code #25

I have a 1993 Tercel and recently my check engine light has come on and it shows a code number 25. I have shut it off a few times but it seems to come back soon when driving around town, not on the highway. Code number 25 covers just about everything in the car but the tailights according to the book. Any ideas on this code? Thanks J
