1987 Toyota Supra pullsing idol

I just put the engine in the car an when I started it the idul was going up an down. The R.P.M s would rev up then drop back down.

I have a repair book but it dont have the answer in it it does not say anything about a pullsing idol

I had the same problem on an 86 mr2 I had, I asked someone and he said it was the solenoid, but I then went to a mechanic and he told me it was just a simple vacum line issue.
