2007 Toyota Rav4 cranks too much before starting

Hello:

My 2007 Toyota RAV4 cranks for a long time before it starts on the initial start then seems to start easier after that.

I was scheduling the 60K maintenance and didn't see a tune up in the maint manual at 60K. Is there one at 60K?

The dealer wants $189 for oil etc and $120 form the tune up. Are these fair prices?

Would you recommend just changing the spark plugs or ?

Check and test the coolant temperature sensor its job is to enrich the fuel during cold starts if okay do an oil/filter change and replace the plugs yourself-Prices varies with locations-
