1995 Toyota Pickup High Hc

My truck will not pass california smog. The hc are high at 15 mph and 25 mph the hc levels are 145 at 15 mph and 68 at 25 mph. All of the other readings are good. I did a complete tune up and oil change. Could the cat be going bad or where should I start.

Hi pb1011, Welcome to 2carpros and TY for the donation.

You did a tune-up plugs/wires/coil -try looking for vacuum leaks, low fuel pressure, dirty injectors, in addition could also be engine burning oil due to worned valve guides/seals/stems and cylinder wear and rings.
