1991 Toyota Pickup SPEEDOMETER

My speedometer is below 0 when the truck is at a complete stop. I have been clocked by local police officers and my speed differs from 10 to 15 miles per hour. I am not sure how I can fix this problem.

Hi there, I feel that there is fault with the speedo head, the indicator should be on 0. You may be best off getting a new cluster form a wreckers, this may be cheaper than another speeding fine.
