1986 Toyota Pickup Speedometer not funtioning correctly

When you are not moving the speedometer sets between 10 and 15mph. So while I am driving I have to kinda estimate how fast I am going by subtracting about 10 or so mph off. And once the speedometer gets to 70mph and over it wobbles. I am just wondering what may be causing this and if there is any easy way to fix this.

If its cable driven inspect both ends/speedo head, if electronic check the vehicle speed sensor.

How would I be able to tell if it is cable driven or electronic?

Check the speedometer driven gear on the transmission if ok there, check behind the speedometer.
