1993 Toyota Paseo Electric cooling fan will not cycle on an

My Sister's 1993 Toyota Paseo, started running hot. I discovered that the radiator cooling fan will come on if you turn on the A/C. But without the A/C on, the fan will not cycle on and off. Which causes the engine to overheat.

I have replaced the relay switch in the fuse block, checked all the fuses, Replaced the temperature sensor that powers the temp gauge. All with no luck. With the engine running, and the A/C turned off, the cooling fan will not come on.
What am I missing?

Several relays help control the cooling fan, need to test the cooling fan relay #1, fan main relay and engine main relay. If all relays and the engine coolant temp. Switch are tested good then must be faulty wiring at one of the relays, switch or the fan.
