After changing the plugs, wires, fuel pump, and coil packs and resetting the computer I can get about 50-60 miles before the terrible miss and only 30 mph out of it. I can reset the computer and erase the code and get another 50 or so miles before the miss starts again. The code shows missfire on cylinders 1, 3, and 5 and it won't pass emissions due to too lean fuel mixture. Do I have a ECM failure?

Not necessarily, you still have several possibilities, the egr valve will need to be checked to see if it is stuck or dirty, intake manifold gasket may be no good, also you may have a vacuum leak somewhere near the intak manifold, also there is a possibility, that you could have a burnt valve or clogged catalytic converter, so there are many posibilities left, I would start by checkin the egr valve, , intake manifold gasket and vacuum leaks
