Cooling fan relay is stuck, replace it.

The relay is in box in engine compartment and if sticking it should be hot to touch.

Fan switch will also cause fans to run all the time, but will shut off when ign. Is turned off.

Main dealer said it could either motion sensor, voltage sensor, impact sensor or a proximity sensor

The only device that could power the fan with ign. Off is relay.

If you want to disable, pull fuse, which would cut power to relay.

Not sure what dealer is talking about "proximity sensor", "motion sensor", "impact sensor"?

Here is wiring circuit, but I am not sure you can read it without enlarging, and there are no "proximity sensors" in diagram :) .

The fan is also in AC circuit.
