I have a Toyota Corolla S (68600 miles). If I ride at 60 mph for about 5 minutes, when I stop (at signal) and start there is some kind of ticking noise from the engine and a lot of blue smoke, also feel like I engine is loosing power. This only happens till I reach about 25mph speed from absolute 0. There is absolutely no issue, if I ride at 45mph and do the same or even in city riding.
Thank you.

Blue smoke is oil burning in combustion chamber and the ticking is either low oil pressure or a shim out of adjustment.

Have oil pressure checked with mechanical gauge and change PCV valve.

You want to get this fixed ASAP, burning oil will cause convertor and O2 sensor problems.
