1999 Toyota Corolla The Engine Check light remains on.

I went to a mechanic and he told me it is due to the EGR valve. He checked with the diagonostic computer.
1. Can I replace the valve myself?
2. Where it is located?
3. Is it required to lift the car to replace the valve or it can be done by just opening the hood.
4. From where can I buy a good quality valve at reasonable price.

The EGR is accessed from the top of the engine. It's usually held on by two bolts...Located as shown, The actual code would be more helpful, it might be an EGR VSV or other problem...
