The valve cover is leaking again but I think it is because the mechanic overtightened the to bolts that I had him put on due to the holes stripping out. Should I just start over with the procedure again and then put rty sealant over the whole valve cover around the bolt holes and then put the gasket in.

He may have overtightened the bolts to the point he has bent or distorted the cover.

If the bolts holes are stripped, they must be repaired. RTV may work, but you may wind up getting a new or use valve cover.
