1995 Toyota Corolla cooling fan wont turn on

1995 Toyota Corolla Front Wheel Drive Manual 200K miles

On this vehicle I replaced the cooling fan relay and the fan temp scensor and the fan does not go on. I tested the fan by putting it direct and it works just wont go on when the temp gets hot. What can it be?

There should be a fan switch in the thermostat housing assy. A one wire connector, if you disconnect the electrical connector, the fan should run all the time.
