1994 Toyota Corolla overheating with a new t stat

My car was overheating so I replaced the t stat and it did nothing, the upper hose gets hot but the lower one does not. No leaks, and no heat to the inside of car. And the radiator does not turn on.

Hi there, Make sure that you have a thermostat with a bleed hole and the hole is fitted upper most, remove a heater hose and back fill the heater and engine that way till water flows from the radiator cap opening, replace hose and run, see if that helps.
