FOR SOME REASON SOME KIND OF CHEMICAL IS APPEARING ON THE INSIDE OF CAR ON FRONT WINDOW. NOT SURE WHERE ITS COMING FROM BUT ITS OILY AND I THINK IT MIGHT BE FREON CAUSE AC WONT STAY CHARGED CAN SOMEONE HELP ME.

Most likely the evaporator core is leaking freon (which has a lubricant incorporated into it to lubricate the compressor).
You will probably have to replace it, they are located inside the dash and you will, generally, have to remove a good portion of the dash to get to it.
Take the car to an AC expert and shop around for estimates.
